The progress of English learners is assessed by Twin Rivers Unified School District as required by state and federal law, and consistent with the district’s Master Plan for English learners. The English Language Proficiency Assessments for California (ELPAC) is the successor to the California English Language Development Test (CELDT). 
The ELPAC is the California assessment that is used to determine the English proficiency of students whose primary language is not English. It consists of two separate English language proficiency assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s annual progress in learning English and to identify the student’s level of English language proficiency.
The ELPAC includes assessing students’ ability to listen, speak, read, and write in English. The district is required to notify parents/ guardians as soon as possible, in writing, that the initial ELPAC will be administered to their child(ren).
